Bottom Line: The Tea Party Federation supports SB1129 and also SB1161 'which requires the budget to be publicly posted for 48 hours prior to a final vote'. The Senate has passed this legislation and these budget transparency bills are now in the House Appropriations Committee. Please do all you can to see that these bills are reported out of the committee and are sent to the House floor for a vote.

 

Detail: There are reports that the up to 1% local income tax with no referendum requirement (SB1313) may be included in the final budget bill in spite of having been tabled in committee. (Here on LIS) 

 

It appears that the Conference Committee including unauthorized budget items is common practice. Last year after HB33 passed.. ' no union preferences or requirements allowed in a state transportation contract'...I understand that the Budget Conference Committee included a 10% union preference contrary to the will of the GA. (Unfortunately, this year HB1624 to undo this preference was stricken on 1/31)

 

General Assembly members and Virginia Taxpayers deserve to be notified in advance of any final budget vote of "(i) any nonstate agency appropriation, (ii) any item in the conference report that was not included in a general appropriation bill as passed by either the House or the Senate, and (iii) any item that represents legislation that failed in either house during the regular or a special session" [SB1129 ]
