The Budget Impasse Continues



With only one month remaining until the end of the fiscal year, the Senate Democrats and Governor McAuliffe continue refusing to pass a clean budget. Following is an excellent update from the Virginia House Republicans regarding the current status of the budget.

Day 83: Saslaw slams the door


On day 83 of Governor Terry McAuliffe's budget crisis, there was a small opening that could have kick-started discussions on the current budget crisis. Then Senator Dick Saslaw, Governor McAuliffe's top lieutenant in the Democrat-controlled Senate, emphatically slammed the door.

The door dividing the Virginia General Assembly in a budget stalemate was briefly ajar Thursday when a Republican state senator offered a compromise - before the Senate's ranking Democrat slammed it shut.

A proposal from Sen. Emmett Hanger, R-Augusta County, would have freed the two-year budget bill from a General Assembly procedural purgatory in exchange for policy concessions on a Medicaid expansion plan supported by 22 other senators, most Democrats in the House and Gov. Terry McAuliffe.

Leaders in the Republican-controlled House of Delegates, where opposition to expansion runs high, welcomed the arrival of Hanger's proposal with about one month until the current budget expires June 30, raising fears of a possible state government shutdown.

"Senator Hanger has made a productive offer that leaves us encouraged about the prospects of reaching an agreement on the state budget," read a statement from House Speaker William Howell, R-Stafford County, and his lieutenants.

Senate Majority Leader Richard Saslaw of Fairfax County rejected Hanger's pitch, though.

"That's a very bad idea," he told The Virginian-Pilot as he strode through downtown Richmond.

Saslaw said he hadn't been consulted by Hanger and wasn't aware of his colleagues being briefed on the plan before it was publicly released Thursday afternoon.

"I think the Tea Party finally got to him," Saslaw said of Hanger.

 

For weeks, Governor McAuliffe and Democrats have chided House Republicans for "just saying no" to Obamacare's Medicaid expansion, ignoring the fact that a solid majority of Virginians also oppose expansion and that House leaders have committed to a special session entirely devoted to considering, discussing and debating the issue after the budget is passed.

When the first real compromise proposal was offered Thursday, the only person actually saying no was Senator Saslaw.

Governor McAuliffe and Senator Saslaw created this crisis. For weeks, they have refused to consider any budget proposal that does not include Obamacare's Medicaid expansion. When the House passed a budget, the Senate went home and stayed there.  For over nine weeks, it's been all or nothing, their way or the highway.

They have taken the budget and the eight million Virginians who depend on it hostage, threatening a government shutdown and refusing to do their job unless they get their way on Obamacare

That didn't work in Washington last year, and it's not going to work in Virginia now.

Governor McAuliffe and Senator Saslaw should drop their demands for Obamacare and pass a budget that funds Virginia's schools, roads, first responders and local governments right away.

The clear path forward is to set Medicaid expansion aside, pass the budget and continue the debate on Medicaid expansion in a separate special session.

Over 100 local governments, school boards and elected leaders support this position, including the pro-expansion Mayor of Virginia Beach Will Sessoms. The Virginia Chamber of Commerce agrees that lawmakers should set aside any issue that creates an impasse. Democratic Senator Chuck Colgan said we should pass the budget first and debate Medicaid expansion later. Expansion proponent Senator Emmett Hanger is now offering to discuss decoupling. Democratic Delegate Daun Hester wants to sue the Senate in order to get them to act on the budget.

Unfortunately though, none of that matters because Senator Dick Saslaw says "no."

1. ACTION ITEM: BATFE wants to change rules to register multiple long gun sales in U.S.

The BATFE is proposing to amend regulations to require that all gun dealers in the U.S. report multiple long gun sales.

From the Federal Register:

"The purpose of this information collection is to require Federal Firearms Licensees to report multiple sales or other dispositions whenever the licensee sells or otherwise disposes of two or more rifles within any five consecutive business days with the following characteristics: (a) Semi automatic; (b) a caliber greater than .22; and (c) the ability to accept a detachable magazine."

BATFE is making commenting on this harder than us usual, but we have simplified it ;-)

2. ACTION ITEM: Anti-gun Pennsylvania Attorney General stops recognition of Virginia nonresident permits and some other permits

Pennsylvania's Attorney General, Kathleen Kane, a virulent anti-gun Democrat, severed all reciprocity and recognition with Utah. VCDL's counterparts in Pennsylvania say that her actions are unlawful and follow previous actions in changing reciprocity agreements with Florida and Arizona and VIRGINIA, as well as eliminating statutory recognition of Idaho. Further, Kane announced, through her office staff, that she is reviewing the reciprocity/recognition agreements in place with every other State. The fact that under Pennsylvania Law she completely lacks statutory authority to change or eliminate any of the above is not deterring her.

Lawlessness by the Executive branch seems to becoming commonplace lately.

If she continues down this path, we could lose ALL reciprocity with Pennsylvania. :-(

Let's send an email to the Governor of Pennsylvania and get full reciprocity restored to Virginia non-resident permits.

I recently discovered that your Attorney General, Kathleen Kane, extra-legally has severed or modified concealed carry of firearms reciprocity/recognition agreements with four states thus far. Ms. Kane is playing politics with the safety of gun owners.

It's a shame, but I will not be visiting your state and I will avoid doing business with companies in your State as a result of these extra-legal actions of Ms. Kane. Instead I will look to Virginia, Kentucky, Indiana, and West Virginia for my vacation needs.

3. Wrap-up of the Don Beyer protest in Alexandria - lots of honks and more
********************************************************************

On Wednesday VCDL held a protest in front of Don Beyer's Volvo in Alexandria. VCDL was protesting Don Beyer's anti-gun flyers sent out in his bid to be elected in the 8th Congressional District and his failure to answer the VCDL Candidate Survey. Beyer wants to be a leader in pushing gun control. (Some photos are posted on the main page of VCDL.org.)

We had lots of drivers honking their horns and giving us a "thumbs up."

One person came over to me from Beyer Volvo and said "If I had know Beyer was anti-gun I would never have bought my car from him."

We had a couple antis being, well, antis. One was a woman, who while waiting to make a turn, rolled down her window, yelled "You're idiots!" and then rapidly rolled up her window so as not to hear any response. Like a kid calling you a name, putting their hands over their ears, and going "La-la-la-la-la-la-la-la-la-la-la" in a loud voice. No one responded to her childish namecalling.

The second was a man in a large pickup truck. He actually slammed on his brakes, almost causing a pile up behind him, just to yell something about "endangering the children." So much for any children that might have been in the cars behind him if he had caused a crash…

A few others gave us a one-fingured salute.

Two women stopped by to take some photos and video.

The antis were vastly out numbered by the positive response we got from motorists, several stopping to get more information about the group.

A Fairfax County police officer in an unmarked car pulled over across the street to observe us for about ten minutes and then drove off. (We were technically in Fairfax County and not Alexandria.) A few other Fairfax County patrol cars cruised by during the two-hours we were on site. There were no interactions with any of them (hats off to Fairfax PD).

Regardless of your party affiliation (Republican, Democrat, Independent, etc.), if you are an 8th Congressional District voter and you didn't vote the 8th Congressional District REPUBLICAN Firehouse Primary, then you CAN indeed vote in the 8th Congressional District DEMOCRAT Primary instead. To vote in the Democrat Primary, you simply go to your normal polling place and vote!

Turnout is expected to be very low in this primary that will determine the Democrat candidate in the general election later in the year!

The Candidates for the Democrat Primary are:

Lavern Chatman, former Virginia Urban League chief
Don Beyer, former Lt. Governor
Adam Ebbin, State Senator
William Euille, Mayor of Alexandria

I'm fed up



Dear Robert:

Like you, I'm fed up with the Abortion Industry's purchasing of elections. They spent over $1.9 million just on Terry McAuliffe's campaign in order to avoid meeting health and safety standards.

Just this spring, Planned Parenthood awarded Mark Warner with a "100% Score" on their Congressional Scorecard.  If history is any indicator, we can expect they'll spend millions to make sure he can continue jeopardizing the safety of women in Virginia.
