l am Greg Garrett of greg garrett realty, Greg Garrett Property Management, Greg Garrett Commercial & Investment Real Estate, which have been headquartered in Newport News since 1986 & l am a resident of York County. I have over 80 employees and/or agents working with my companies.
I have sold over 400 properties in York County since 2000 & close to that number in Newport News during this time period.
I still actively sell real estate (over 125 personal sales last year, which made me the top selling agent in this area for the 10th year in a row) in the Newport News/ York County area.
I was certified as an expert witness, but never testified in the Kraus BoE appeal.
2 facts to consider:
1. the judge ruled that Kraus's property was over-assessed by 69%, and the assessors and BoE failed to correct this obvious over-assessment.
2. l did an analysis of the residential homes in Newport News for the 2nd half of 2010, and the average home sold for 85% of it's assessment.
Please investigate.

I also attended a number of BoE appeal hearings from York County Property owners, to include Krauss family who recently won their case in the Circuit Course against York County and it's real estate assessment of their property. It is clear to a number of us who know the Virginia statutes, York County is NOT following them. I suspect this is true for other counties in Virginia, Newport News for example. We are asking the Tax Commission to hear us and not just the county government officials who are turning a deaf ear. I would hope the Tax Commission would investigate a number of areas to include not only the BoE process, property assessments, but how York County disregards certain home sales that are sold at fair market value.
