Governor Spanberger Sends General Assembly Leadership Updated Revenue Forecast

RICHMOND, VA — In a letter sent to Senator L. Louise Lucas and Delegate Luke Torian — Chairs of the Senate Finance & Appropriations Committee and House Appropriations Committee, Governor Abigail Spanberger today shared the updated revenue forecast she directed state officials to conduct.

 

The updated revenue forecast projects a $1.5 billion increase in General Fund revenues for Fiscal Years 2026-2028. The reforecast projects that Fiscal Year 2026 revenues will exceed the official forecast by $585.5 million. For Fiscal Years 2027 and 2028, the revised outlook projects an additional $922.6 million in General Fund revenues, of which $582.4 million is identified for Fiscal Year 2027 and $340.2 million for Fiscal Year 2028.

 

“As General Assembly leadership and budget conferees continue their important work, it is critical they have the most current and accurate information available,” said Governor Abigail Spanberger. “While forecasted General Fund revenues have increased, I remain concerned by rising national economic instability, the ongoing conflict in Iran, and the continued impacts of federal workforce cuts. We must account for these evolving economic conditions as we plan for the long-term strength of our Commonwealth.”

 

“The updated forecast confirms that the Commonwealth’s revenue performance remains solid but also factors in the deteriorating economic conditions and increased uncertainty in the national outlook,” said Secretary of Finance Mark D. Sickles. “The additional $1.5 billion in updated projected revenues should provide the General Assembly with enough resources to craft a structurally balanced budget that mitigates any potential risks related to national market volatility.”


On a fiscal year-to-date basis, General Fund revenues have grown 7.3 percent and are ahead of forecast by 3.3 percent. The Commonwealth is $851 million ahead of expectations, however nearly 70 percent ($578 million) is from the most volatile revenue lines: nonwithheld income tax and individual refunds.

Governor Spanberger Announces TurbineOne Relocates Headquarters to Fairfax County

AI-Focused Defense Tech Company to Establish Experience Center in Chantilly

RICHMOND, VA — Governor Abigail Spanberger today announced that TurbineOne, Inc. — a California-based defense technology firm specializing in AI-powered machine learning software solutions — will establish its headquarters in Fairfax County, Virginia, creating 22 new jobs through a $424,000 investment. As part of this expansion, TurbineOne will develop T1 Edgeworks, an innovative, experiential learning site designed to showcase the advanced capabilities and real-world applications of their technology.

“Virginia is a natural home for TurbineOne’s next chapter,” said TurbineOne CEO Ian Kalin. “The Commonwealth is a unique epicenter where the national security mission, technical talent, and operational community come together. As AI becomes central to modern defense, it has to work in conflict, even when communications are denied. Establishing our headquarters here and launching Edgeworks allows us to build and refine these capabilities alongside the people who rely on them most.”    


Founded in 2021, TurbineOne is establishing its headquarters in Virginia as part of its continued growth supporting U.S. national security missions. The company develops artificial intelligence and machine learning software designed to operate in conflict on the frontlines, even without a network connection. Its platform enables military and national security users to find, decide, and act in real time to detect threats from sensor data, coordinate decisions across teams, and orchestrate autonomous or semi-autonomous missions in dynamic environments. Through T1 Edgeworks, a new R&D experience lab in Virginia, the company provides an immersive environment for government and defense partners to test, refine, and operationalize edge-based AI capabilities.

As a business incentive supporting economic development, VJIP reduces the human resource costs of new and expanding companies. VJIP is state-funded, demonstrating Virginia’s commitment to enhancing job opportunities for citizens.

Governor Spanberger Joins Bipartisan Climate Alliance on Earth Day

RICHMOND, VA — Governor Abigail Spanberger yesterday — on Earth Day — announced Virginia’s entry in the U.S. Climate Alliance, a bipartisan coalition of 24 states focused on responding to the dangers of climate change, growing America’s economy, and safeguarding public health.


“The impacts of climate change threaten Virginia’s economy, security, and most importantly, the families who call our Commonwealth home,” said Governor Abigail Spanberger. “We must do more to help communities prepare for the dangers of future severe weather — particularly our farmers and producers who power so many local economies across Virginia. I look forward to working with my colleagues to support Virginia’s agriculture industry in adapting to these challenges, harness new technology to address rising energy costs, and create good-paying jobs for Virginians in cutting-edge fields.”

  • HB397 (Delegate Charniele Herring), SB802 (Senator Mamie Locke) — Invests hundreds of millions of dollars in flood mitigation and energy efficiency programs to save Virginians money by rejoining the Regional Greenhouse Gas Initiative (RGGI).
  • HB70 (Delegate Michael Feggans) — Prioritizes projects in vulnerable communities and to encourage nature-based flood mitigation approaches.
  • HB237 (Delegate Alfonso Lopez) — Adds the identification of areas where marshes may migrate in the face of sea level rise to the list of issues to be reported in the Virginia Coastal Resilience Master Plan.
