Virginia Tweaks Vote-by-Mail Procedures In June, one in five Virginia primary election voters cast ballots by mail. But election officials in some localities predict that voters' desire to avoid crowds during the pandemic will make mail the preferred way to vote in November. Composite COVID Local Vulnerability Index The Virginia Department of Housing and Community Development has created an index to show which local governments could be most vulnerable to fiscal fallout from COVID-19. Virginia's Vulnerable Areas VPAP maps Virginia localities using the CDC's Social Vulnerability Index.
