2023 Session Update Week 2
2023 McGuire Legislative Agenda
The General Assembly convened on Wednesday, January 11th marking the beginning of the 403rd legislative session of the House of Delegates.

We begin week three Monday and thankfully through continuous negotiations, changes, and debate all of my bills are still alive!

Here is list of legislation brought to me by constituents, and sponsored by me, to improve Virginia.

Bills:

HB 1436 Removes age the 55 requirement for retired military tax deduction.
HB 1454 Simplifies Home School Parent Requirements.
HB 1488 Bans tax payer dollars for abortion. 
HB 1507 Strengthens Parental Rights in Virginia.
HB 1693 Improves election integrity, by banning drop boxes in Virginia. This bill passed sub-committee this week!
HB 1889 Public institutions of higher education, and certain other public educational institutions; certain immunization requirements prohibited.
HB 1891 A groundbreaking treatment to help with brain injury, addiction, and autism, by establishing a Trans-cranial Magnetic Stimulation pilot program in Virginia.
HB 1898 An anti-BDS bill that helps fight anti-Semitism in Virginia.
HB 1922 Increases the penalty for those who distribute poisonous Delta-8 products to children.
HJ 475 McGuire Introduces Resolution that makes the fourth Wednesday in April, “Career and Technical Education Signing Day”.
HB 2459 Waiver of sovereign immunity; If you get shot in a "Gun-Free Zone", you can sue the government. 
HB 2421 Firearm, stun weapon, or other weapon on school property; clarifies the limits and prohibition on possession.

Retired Military Tax Cut, HB 1346, Success!
In 2021 Governor-Elect Glenn Youngkin named me, “Virginia Landing Team Chair” of the Secretary of Defense and Veterans Affairs (Over all things military in Virginia), where my team and I formulated short term, medium term, and long-term goals to make Virginia more Veteran friendly. After a 30-year effort in the General Assembly with no result, we achieved one of those major goals by successfully passing my bill, HB1188, in 2022, which reduced taxes on veterans’ retirement pay by $40,000. But the Democrat controlled State Senate added an age 55 requirement to that bill. This year my bill, HB 1346, which will eliminate the age 55 requirement, just passed finance subcommittee 8-0. Click here for video!
Election Integrity Bill to Ban Boxes
Success! My bill, HB 1693, to repeal, or eliminate drop boxes in Virginia, just passed Privileges and Elections Full Committee 11-8. We were told we needed lock boxes in 2020 during the pandemic, because of the lock downs. The lock downs are over, so it is past time to get rid of them. Eliminating voter drop boxes in Virginia will save money, and is a step in the right direction towards restoring voter integrity, and restoring voter confidence in our elections. #hd56 #sd10 #virginia #voterintegrity

VCDL Lobby Day
It was an honor to speak about our support and defense of our 2nd Amendment rights, with Senator Amanda Chase, VCDL President Phil VanCleave, and others at VCDL Lobby Day. It was great to see and talk with folks from all over the Commonwealth!
Martin Luther King Day
Martin Luther King Jr. believed in protecting our God-given rights, so I thought it was fitting to have VCDL Lobby Day on his birthday (Monday), where we also commemorated the life and work of Dr. King, who was a Baptist minister, and prominent leader, in the American civil rights movement. #virginia #hd56 #sd10
50th Annual March for Life, Washington D.C.

Young Republicans Visit the General Assembly
We were joined in the Gallery by the “High School Republican Federation of Virginia”, representing students all over the Commonwealth! They serve as the premier GOP organization to engage future voters! It was great catching up with my friend, Jessie Blakely, the “Young Republican Federation of Virginia” Chairman, or “High School Republican Federation of Virginia” Senior Advisor. First Vote of Session: "Voter Integrity"
Election Integrity Bill: HB1377, the first bill this session in Privileges and Elections, was patroned by Delegate Karen Greenhall. A voter integrity bill, HB 1377 requires registrars to update voter roles within seven days of someone’s death. It passed 19-2. I voted “yes”. #hd56 #sd10 #virginia
17 Virginia Schools Hide Achievement

My wife, Tracy, and I ran into our friend, Annie, president of “American Jake”, at church. “American Jake” is an outdoor hunting and fishing program for teens.
VCDL Lobby Day Dinner
I ran into these two patriots, "Wild Bill" Pierson, and Philip Van Cleave, president of VCDL, at the VCDL Lobby Day Dinner. Thank you, for all you do to support our 2nd Amendment rights!
U.S. Marine Ed Purcell of Louisa
Ed Purcell, a U.S. Marine of Louisa County, will run another Marine Corps Marathon in 2023. You motivate us, Sir. Semper Fi, and Oorah, Marine!
Medical Freedom Rally
I stopped by the Bell Tower to say, “Hello”, to fellow conservatives at the Medical Freedom Rally. "Science that cannot be questioned is not science."

I stopped by the “Jeff Stoneman for Supervisor” Campaign Kickoff in Hanover County, where we made many new friends. I look forward to meeting your friends around the district.
ESA Passes House Sub Committee
Education Success Accounts (ESA), a bill to have tax payer dollars follow the child and give parents school choice, is making its way through the General Assembly. I'm a proud sponsor of this effort to improve education in Virginia!

It was honor to attend the Republican Caucus Reception at the Executive Mansion with fellow Republican Delegates. We are working together as a team, with Governor Youngkin, to improve Virginia!

Tribal Nations Legislative Reception
It was an honor to attend the “Inaugural Tribal Nations Legislative Reception” at the Richmond library. We met Indian chiefs from all over the world, and many other wonderful people.
My Opponent's Record
You’ve got to be a convincing salesman, in order to get a political party nomination back and forth between both parties. The last time my opponent, Duane Adams of Louisa County, ran for state office in Virginia's Senate District 10, he ran as a Democrat in Hanover County, against beloved Conservative Republican Delegate Frank Hargrove. In fact, he flip-flopped back and forth by running for state office, first as a Republican, and then three times for state office as a Democrat. Now, he is running against me, to be your Republican State Senator.

My Final Session in the House of Delegates
This week, I was issued my last House of Delegates license plate. In 2018 when I was sworn in, we started with # 91 and have now worked our way down to # 57. God willing, we will replace it again next year with a State Senate license plate! The lower the number on the plate of a representative, the longer that representative has served the state of Virginia.
I am committed, as your Representative, to adhering to the principal duties of government, as stated in our Declaration of Independence, i.e., the protection of life, liberty, and the pursuit of happiness.
