Bill "Mr. Speaker",

I would like for you to speak to SB549 when it comes before your House - see email below.   
We cannot lose this important revenue & still maintain Chesterfield's quality of service to our citizens/children.
A cash proffer is one of the few fees that actually taxes the families that cause an increase in thier county's services.
It is a pass-thru fee that the developer recoups when he sells the property.
I do not trust a developer to sell a property below fair market value just because he got a break on his cost.
The developers and realtors will just add our proffer revenue to thier profit .... it's like "if you give it to me, I'll take it."

Bill, this bill must be stopped and re-evaluated.

Thank you so much for the information. 

Please tell Kirk I would like for him to speak to the bill when it comes before the full House and hopefully
 he will tell how the reduction of cost to the development community will fall directly on the citizens as they must
 maintain the quality of their fire, police, schools, libraries and park services to their citizens and children.

I find it disturbing that Chesterfield County who may lose up to $9 million a year did not file an impact statement when requested.

I am sending this same request to Speaker Howell ..... this is a time when citizens need great leadership.

Subject: Returning Call: SB 549

Hi John-

I wanted to follow up on the call you left with our Secretary. I will certainly note you are against SB 549.
 It is expected to be heard in the Counties, Cities, and Towns subcommittee tomorrow. 
Del. Cox won't be able to vote on it until it is on the House floor. I just got off the phone with 
Mary Ann Curtin, Chesterfield Government Relations director. She said she is still in negotiations 
with the Home Builders and is expecting the bill to continue to be amended to better reflect compromise legislation.

In regards to the local county impact statement: the option to add a impact statement for a county
 is made available to all counties when the bill is introduced. Chesterfield, for whatever reason
 (they just didn't know the impact and therefore couldn't summarize a response, staff was out for the holidays, etc.) did not respond on of their own will.

Patriots,

SB549 is to be heard on 2/17 and then voted on by the whole House.  Members have already apologized to me for voting for this bill.  
Our best chance to stop SB549 is to see if Bill Howell and Kirk Cox are the true leadership of the House.  I believe these two great leaders
 can protect the citizens of VA.  They can use their political capital to keep this bill from passing the House and thereby be loved by each taxpayer.

Phone calls count more as emails are often too numerous to have an effect ..... but always email anyway .... you can reference your email in your phone call.

PS  Our next/final move is to give the Governor a chance to best the Republicans by vetoing this bill.

Patriots,  The legislators below decided to give our $9 million per year that we use to maintain police, fire, roads, schools, libraries
and parks to the developers and the Home Builders Association.  They passed a "cash proffer" (SB549) bill that pretty much tells
the county treasurer either accept what the developer may offer or he can sue the county and the court will be on his side.

As for me, Amanda Chase & Roxann Robinson both voted to give my/our county revenue to the developers.  Now if we want
 to maintain our police, fire, roads, schools, libraries and parks to the current level we will have to raise our/my real estate taxes.

Our friends Riley Ingram & Glen Sturtevant also voted for this horrible bill

We contacted members of the House and one of their comments was "I am telling my supervisors to refuse all new development."

Another member shared the House's impact study of the effect of this bill on counties and it only used a few counties and our 
Chesterfield County was not one of them.  Tell them to do a new study, a complete study

Folks, This is big business and big govt getting together to take our money, neither of them have any money of their own.

The final bill is in the House Committee on Counties, Cities and Towns .... before it makes it way to the Governor.

Please forward this email to the emails of the committee members below AND call each member and simply say

The "cash proffer" bill (SB 549) will require that most counties raise their real estate taxes, please stop this bill.
