BAD NEWS FOR GUN CONTROLLERS

Every gun bill that VCDL opposed this year was either killed outright or was changed to be acceptable.


HOUSE HAS REJECTED THE GOVERNOR'S AMENDMENT ON HB 962!

The 4,229 emails sent by VCDL members urging the House to reject the Governor's amendment that would have hijacked Delegate Cline's HB 962, was soundly defeated today by a 30 to 70 vote. That was a bi-partisan rejection of the Governor's amendment.

HB 962 clarifies that someone without a CHP can legally store a loaded handgun in a CLOSED, but not necessarily locked, compartment or container while in a vehicle or vessel. The Governor's amendment would have required the compartment or container to be locked. So the Governor would rather a woman not have fast access to her handgun in an emergency?

Delegate Lingamfelter, being somewhat diplomatic, said that perhaps the Governor had good intentions, but those intentions could get someone killed who needed access to their gun quickly.

Delegate Gilbert, being not so diplomatic, said he thought the Governor's amendment was not good intentioned at all. ;-)

Delegate Cline, when asked by Delegate Toscano if he knew that the State Police liked the Governor's amendment, basically said that since the State Police work under the Governor, he's not surprised at all that VSP would support their boss's amendment. :-)

Now that the amendment was soundly rejected, the bill heads back to the Governor in its original form for him to either sign, not sign (if he doesn't agree with the bill, but honors the will of the People), or veto (to appease ex-Mayor Michael Bloomberg). We'll know sometime in the next month or so what he does. If it is a veto, then in April the bill will come up in a veto override session.


GENERAL ASSEMBLY PASSES A MALICIOUS WOUNDING BILL INSTEAD OF A CELEBRATORY GUNFIRE BILL

Well, there were two ways that Senator Marsh's SB 65 and Delegate Carr's HB 810 might go - either down in flames in their original "celebratory gunfire" form or be passed as a substitute malicious wounding bill. I was expecting the former because Senator Marsh's ego would consider the substitute a bitter pill to swallow and would insist on his original bill, but the latter is what actually happened.

Either outcome was fine with VCDL as we are not opposed to the substitute that passed.

Now we'll see if the Governor makes a suggested amendment that puts the bill back as a celebratory gunfire bill. VCDL will be watching both SB 65 and HB 810 carefully and will let you know what happens next.


OTHER PRO-GUN BILLS HEADED TO THE GOVERNOR'S DESK

HB 307, Delegate Lingamfelter, allows schools to teach hunter safety courses

HB 357, Delegate Anderson, allows a person to get a copy of his own CHP application information for his local Circuit Court Clerk

HB 752, Delegate Rush, removes requirement for a student with an air gun to be automatically expelled from school

SB 377, Senator Reeves, allows a gun store to **optionally** run stolen checks on guns that it receives from private sellers


BILLS OF INTEREST PASSED INTO LAW

HB 127, Delegate Scott, allows hunting of big game with a .45 caliber or larger muzzleloading handgun when hunting big game with muzzleloading rifles is allowed

HB 1237, Delegate Gilbert, allows hunting on Sundays on private property with permission
