2017 Legislative Session: Week 1

As the first few days of the 2017 General Assembly session draw to a close, my schedule is increasingly busy. During this short session, House members are limited to carrying fifteen bills. Even with this restriction, legislators will review thousands of bills during the upcoming weeks. As a result, myriad individuals--including lobbyists, volunteers, and citizens--visit the General Assembly Building to advocate on behalf of their legislative priorities. 

Fortunately, the committee structure facilitates a more complete and streamlined review process for legislation. Bills are assigned to committees (or subcommittees) where legislators are tasked with analyzing details of the legislation. If a majority of committee members vote in favor of the bill, the legislation will reach the House floor for a full vote of the House. This filtering process greatly reduces the total number of bills on which I have the opportunity to vote. At this time, I will only hear bills that are before the committees on which I serve. I remain vice chairman of the House Education Committee and I continue serving on the Finance, Health, Welfare and Institutions, and Agriculture, Chesapeake and Natural Resources Committees. 2017 Legislative Survey
Thank you to all who have completed my 2017 survey, either online or via hard copy. If you have not yet done so, please take a minute to submit the survey online by clicking HERE. Results will be provided during the upcoming weeks. 
HB1873: Language Resources for Deaf, Deaf-Blind, or Hard-of-Hearing
One of my legislative duties outside of session is chairing the Virginia Disability Commission. The Commission meets throughout the year and is composed of legislator and citizen members. The express purpose of the Commission is "to identify and recommend legislative priorities and policies for adoption or examination by the General Assembly in order to provide ongoing support in developing and reviewing services and funding related to Virginians with physical and sensory disabilities."

Last year the Commission recommended legislation to provide resources for parents of children who are deaf, deaf-blind, or hard -of-hearing. Our goal is to ensure that these children have the language skills necessary for success in kindergarten (and beyond). I am proud to carry this legislation, and I look forward to championing the bill during the upcoming weeks. To read the full text of House Bill 1873, please click HERE.

Yesterday brought several visiting groups to Richmond, and I was pleased to welcome guests from many of the banks in my District. Also in town were members of the Virginia Federation of Republican Women.
