NEWS RELEASE: CEUR 2025 WORKPLAN

(Richmond, VA) – The Virginia Commission on Electric Utility Regulation (CEUR) has approved its 2025 workplan and is announcing subcommittees to study a variety of energy system and electric utility related topics.

The following topics make up the 2025 workplan:

A.         Analyze Affordability Issues in Appalachian Power Company (APCo), Dominion Energy Virginia, and Electric Cooperative Utility territories

B.         Promote an Advanced Nuclear Economy in Virginia 

C.          Promote a Geothermal Industry in Virginia 

D.         Promote Advanced Energy Storage in Virginia 

E.          Promote Traditional Solar Energy and Energy Storage in Virginia

F.          Update IRP Legislation for Integrated Resource Planning 

G.         Validate JLARC Data Center Legislative Recommendations 

H.         Update CEUR Jurisdiction and Merger with Virginia Coal and Energy Commission

 

The CEUR has established the following subcommittees to work with its staff on advancing each topic area:

 

Subcommittee 1: Analyzing Utility Affordability Issues in APCo, Dominion, and Electric Cooperative Utility Territories

Chair: Senator R. Creigh Deeds

Vice Chair: Delegate Terry G. Kilgore

 

Subcommittee 2: Promoting New Advanced Energy Sources in Virginia: Advanced Nuclear, Geothermal and Energy Storage

Chair: Senator Scott A. Surovell

Vice Chair: Delegate Michael J. Webert

 

Subcommittee 3: Promoting Traditional Renewable Energy Sources in Virginia: Solar and Storage

Chair: Delegate Richard C. (Rip) Sullivan, Jr.

Vice Chair: Senator Schuyler T. VanValkenburg

 

Subcommittee 4: Generation and Grid Planning: Integrated Resource Planning, JLARC Data Center Recommendations*, CEUR Jurisdiction, and Merger with Coal and Energy Commission (Carryover Topics from 2024)  

Chair: Delegate Candi Mundon King

Vice Chair: Senator Scott A. Surovell

 

*CEUR will review the December 2024 report from the Joint Legislative Audit and Review Commission (JLARC) to provide relevant updates since its publication, and validate the report's findings, underlying data assumptions, and policy recommendations.  

 

This 2025 workplan aims to ensure Virginia's energy policies and regulations meet the highest standards of reliability and affordability while transitioning Virginia to cleaner sources of energy and supporting the state's economic and community growth. Research outcomes and activities of the subcommittees will help educate and inform legislators, regulators, utilities, and interested parties such as residents, businesses, and non-governmental organizations.

"The issues the CEUR is examining this year are critical to addressing the two biggest energy challenges facing Virginia today - the tremendous growth in the demand for reliable and affordable electricity, and the need to meet that demand with clean energy," said Senator Surovell.  

2025 meeting dates have been announced for the full body of the Commission, and subcommittee meeting dates are forthcoming. In addition to the May 22 meeting, the CEUR will meet on September 10, October 8, November 6, and December 4, 2025. Meeting times and locations as well as other public information can be found on the CEUR website: ceur.virginia.gov. Individuals are encouraged to register for the CEUR mailing list on the CEUR website.  

The CEUR is a legislative commission of state government consisting of 14 commission members, including four Senators, six House members, three citizen representatives, and an ex-officio designee of the Office of the Attorney General. Senator Scott A. Surovell, Senate Majority Leader, serves as Chair of the Commission and Delegate Terry G. Kilgore, House Minority Leader, serves as Vice Chair. The CEUR has three full-time staff members, led by executive director Carrie Hearne. 

The purpose of the CEUR is to ensure effective implementation of Virginia's energy policy goals, specifically focusing on electric utilities and the regulation of their electricity rates, infrastructure investments, environmental compliance, and customer programs such as energy efficiency and shared solar. In addition to monitoring the State Corporation Commission's implementation of the Electric Utility Regulation Act, the CEUR also monitors federal grants and awards for energy projects and programs in Virginia.
