In March 2020, the U.S. Congress passed the Coronavirus Aid, Relief and Economic Security (CARES) Act, which earmarked $100 billion to hospitals and local health centers that treated COVID patients. Hospitals were reimbursed an extra 20% for each Medicare patient hospitalized with COVID, and the only criteria to receive that bonus was a COVID-positive PCR test. The federal COVID-19 Treatments Add-On Payment program also paid hospitals bonuses for every COVID-19 patient treated with emergency-authorized COVID medications and mechanical ventilation.

Additionally, hospitals received a 300% upcharge for COVID patients placed on ventilators, despite the fact that this was a death sentence for many patients. Evidence showed that the PCR test is unreliable above 35 cycles, yet health agencies instructed labs to use 40 to 45 cycles, which led to an epidemic of false positives. Primary care providers were also bribed to coerce patients into getting the COVID shot. Anthem Blue Cross and Blue Shield Medicaid provider bulletin revealed that doctors received $50 for each Medicaid patient aged six months and older who got the experimental shot.

 

Congress hoped the additional bonuses for COVID patients would help hospitals recoup revenue that was lost due to the cancelation of elective procedures. However, the bonuses were not necessary to cover the additional costs associated with caring for COVID patients, such as additional personal protective equipment (PPE) and sanitation. Hospitals were incentivized to diagnose patients with COVID and to prescribe expensive treatments, even when unnecessary, as they would be reimbursed top dollar for it. This impacted patient care, outcomes, and COVID statistics.

How you campaign is an indicator of how you will govern. My Louisa opponent, Duane Adams, and his consultants continue to use hyperbole to disparage my record. Their latest mailer says I ran for the 10th CD, but they know the truth and are counting on you not doing research. Our treasurer made a clerical error that he quickly corrected and that correction is online. I did not run for the 10th and they know it. Duane Adams from Louisa County continues to spread lies about my voting record, calling me names, and launching attacks against my solid conservative values. Those comments do not add up as evidenced by my voting record recorded online and our endorsement list. I refuse to take part in mudslinging, but I will hold Mr. Adams accountable for his record. Duane Adams is not happy we exposed his record of running three times as a Democrat.  He actually ran as a Democrat in Hanover County in this district against fellow Republican Frank Hargrove.  Mr. Adams also raised taxes forty percent over the last five years. He has raised taxes each year in Louisa County by refusing to lower the tax rate and voting each year for the budget with increased taxes. Folks, this is how supervisors raise taxes.
