Please forward to your email lists ASAP and ask them to comment before 08-03-15>>>>>>>>>>>>> It doesn't matter if you are Republican or Democrat these changes WILL affect your vote.

As you know, Governor McAuliffe is about to take executive action, bypassing the legislature, to change voting procedures! McAuliffe’s Elections Board is poised to remove obstacles to non-citizens, and felons voting. Those opposed ( more than 100 people ) lined the walls of a large meeting room Tuesday for a standing-room-only public hearing. Many said Gov. Terry McAuliffe's is pushing a more calculated agenda through his appointed elections board. The board didn't vote on the issue Tuesday, and doesn't plan to until at least September. Public comment will be accepted online through Aug3 at the state's regulatory reform site here:

And contact your Virginia Delegate and Senators to take a hard look at these regulations.  McAuliffe’s Elections Board can’t change the Virginia Code or rewrite the Virginia Constitution at a whim.

Is Terry McAuliffe "eradicating our electoral system?"
GOP riles up protest over voter registration forms; registrars push back, too.

Delegate Taylor's Article Entitled, "Democrats Attempt To Undermine Elections, Threatening American Democracy"

Not only are liberal billionaires spending millions of dollars funding redistricting lawsuits within states, but now Democrat Virginia Gov. Terry McAuliffe seeks to allow illegals and convicted felons without reinstated voting rights to vote as well.

It is no secret the governor is a close ally of Hillary Clinton. It's pretty clear he is attempting to help her prevail in a key battleground state for the presidency. Other Democrat governors may follow suit, should McAuliffe be successful.

Gov. McAuliffe's administration is attempting to make questions about citizenship and felony status optional on voter registration forms in Virginia. Specifically, the proposed changes would make it "not material" if a person fails to check the required boxes. Registrars would be allowed to register these people to vote without this information. While the governor's administration may have the regulatory authority to make the changes, there is of course, a slight constitutional issue.

The Constitution of Virginia, Article 2, Section 2 states very clearly [emphasis added]:

"Applications to register shall require the applicant to provide the following information on a standard form: full name; date of birth; residence address; social security number, if any; whether the applicant is presently a United States citizen; and such additional information as may be required by law."

Additionally, as the Washington Post notes, "The proposal was met Tuesday with nearly universal skepticism - from registrars and election officials with practical concerns, and from politicians and ordinary Virginians with big-picture worries that play into the nation's fiercest political debates."

There is a valid argument that felons who have repaid their debt to society should have their fundamental right to vote restored. Recently, Gov. McAuliffe classified drug crimes as non-violent, which most certainly expands the restoration of rights, as his predecessor Republican Gov. Bob McDonnell did before him.

Most people who are in the United States illegally truly want to better their lives, want to raise their families, and want the ability to give their children the same opportunities that legal citizens inherently have.

However, we are a society of laws and they matter. Restoration of felons' rights and immigration reformation are separate issues from the profoundly important integrity of our vote. There should be no mixing of the two. The attempt to circumvent these laws and create a loophole you can drive a Mac truck through represents a piercing of the heart of our democracy.

Some of the most vocal critics of these proposed changes are not Republicans, but the non-partisan registrars in Virginia who administer voter registration and our elections. Both a lawsuit and legislation can be recourse for those of us who will not stand for this illegal action and politicization of the voter registration process. This is not just an issue for Virginia, but for the whole nation. Aren't some things more important than politics?

Mark Meadows' Motion to Vacate the Chair

View this email in your browser
My Fellow Virginians,

An amazing thing happened yesterday, although it hasn't gotten much attention… yet!

Yesterday, North Carolina Congressman Mark Meadows courageously submitted a "Motion to Vacate the Chair."  The "Chair" in this case is Speaker Boehner.  If successful, Congressman Meadows' motion would remove Congressman Boehner as Speaker of the House, and allow for a vote on a new Speaker.

Maybe America can actually get a principled leader at the helm of the House?!  What a change that would be!  And what a step forward for America!

What Exactly Is It?

The Motion to Vacate the Chair is a privileged motion.  This means that – if Cong. Meadows forces it forward – it cannot be blocked by the Speaker or his leadership team using procedural tactics or the Rules Committee.  They will have to have a vote of the entire House of Representatives.

Some will note that the Motion has already been sent to the Rules Committee, and that's true.  However, Cong. Meadows can move to discharge the Motion from the Committee or, if the Committee votes it down quickly, he can simply submit another Motion to Vacate the Chair and call for a vote that must happen within two legislative days (two days during which the House is in session).

A "Motion to Table" would be filed by a Boehner ally once the Motion is on the floor.  The phrase to "table" a motion comes from the days when everything was done on paper and so, if successful, a "Motion to Table" literally meant that the motion in question would be left on the table - i.e., not taken up.

Of course, the vote on the Motion to Table becomes the de facto vote on the underlying motion, because logic dictates that all those voting against the Motion to Table will also vote for the Motion to Vacate the Chair.

Again – wow!

Boehner as Minority Leader

Do you remember all of the complaints then-Minority Leader Boehner leveled at then-Speaker Pelosi?

As Minority Leader, Boehner complained of the lack of opportunities to amend bills.  Guess what?  As Speaker, Boehner has been blocking opportunities to have amendments proposed, debated, and voted on – including Republicans' amendments!

Remember the first big bill after the last election, the CROmnibus bill in December?  Boehner blocked an amendment to defund President Obama's Executive Amnesty!

Boehner complained that Pelosi didn't allow enough time to read bills, but as Speaker he has … you guessed it … not kept his promise to provide time to read all of the bills!

Boehner's allied Super-PAC has spent money attacking conservatives – not Democrats – for having the temerity to try and keep Republican promises.  Promises like defunding executive amnesty and ending the Ex-Im Bank.  Remember this when you hear about intra-party fights in the GOP – it's the big-government moderates, seeking power rather than solutions, who have been starting those fights.

America has been pining for real, conservative Republican leadership.  Leadership that matches Republicans' campaign rhetoric to what they actually do in Washington – what a concept, doing what you said you were going to do!?!  Imagine that!

Action Items

You can help make this a reality.

You need to challenge your Congressman or Congresswoman to commit to vote right - to remove Boehner as Speaker and install Congressman Meadows or another candidate.  You should do this even if the elected official is a Democrat.  Why, you ask?  Because, by getting rid of Congressman Boehner, both parties will become more relevant to the governing process.

What do I mean by that?  Well, right now, Democrats (and conservative Republicans) generally aren't included in much of anything that deals with governance in the House of Representatives.  Because it's a majoritarian body (i.e., majority rules), if enough of the majority party sticks with their leadership, they simply set up rules to disallow Democrat and Conservative amendments to bills.

Of course, that means there's far less substantive discussion about what's best for America. But the current Leadership doesn't seem too troubled by that…

So, Democrats and Conservatives will benefit from this change by obtaining increased access to the legislative process, as any successful candidate to succeed Boehner will have to promise a more open amendment process.  It doesn't mean their amendments will pass, but it does mean that they will at least get a chance to make their case.

America will benefit from a more open governing process that doesn't exist simply to hold power for the benefit of well-connected special interests.

What Else Can You Do?

You should also call the offices of every Republican Congressman and Congresswoman you know in Virginia (or your home state if you're outside of Virginia).  Let them know what you think.  Ask them for their answer.  What are they going to do if this comes up for a vote?

So, Where Do I Call?

Here are the office numbers for all 11 members of the Virginia House Delegation, by District.

District 1 – Rob Wittman: 202-225-4261
District 2 – Scott Rigell: 202-225-4215
District 3 – Bobby Scott: 202-225-8351
District 4 – Randy Forbes: 202-225-6365
District 5 – Robert Hurt: 202-225-4711
District 6 – Bob Goodlatte: 202-225-5431
District 7 – Dave Brat: 202-225-2815
District 8 – Don Beyer: 202-225-4376
District 9 – Morgan Griffith: 202-225-3861
District 10 – Barbara Comstock: 202-225-5136
District 11 – Gerry Connolly: 202-225-1492

Please call your Congressional Representative and, as one of the best things you can do right now, I'd ask you to also call the rest of them too.

This opportunity came as a surprise, so be polite but firm. Let them know what you want them to do and why.  On January 3rd of this year, when Boehner was elected Speaker, all three Democrats voted against him, and so did Republicans Dave Brat and Scott Rigell.  Ask all five of them to do it again, and encourage the other six to join them.

Finally, they will all have town hall meetings during August.  If you can attend, you should press this issue live and in person.  When you call their offices, ask when and where their upcoming town hall meetings will be… and go!  Speak!  Participate!

If you don't think America has good leadership right now (duh), then do something about it!

This would be a historic turnaround of failed leadership, but it's not likely to happen without a LOT of Americans like you and me weighing in!  So please, join the fight!

For liberty,

Ken Cuccinelli, II

Less Than 14 Weeks

If you are having trouble viewing this message, see it in your browser.

Friend,

We are less than 14 weeks from a critical election in Virginia. Liberal Terry McAuliffe is trying to take over the legislature so he can turn our Commonwealth permanently Democrat blue. Think about that - liberals running the White House, the Governor's Mansion in Richmond, and the General Assembly.

Someone's got to stand up to stop them.

If radical Governor McAuliffe succeeds this November, you know what will come next: higher taxes, Obama’s Medicaid expansion, and a full wish list of laws for labor unions and Planned Parenthood.

There's not much time left - help us stand up to liberal Terry McAuliffe.

Join us in fighting back by pitching in $10, $25, or $50 to stop Terry’s Virginia takeover dead in its tracks.

Delegate Taylor thought you might be interested in the following article entitled, "Military and Veterans Are Targets; They Should Be Able To Protect Themselves", published at The Blaze

With attacks on military personnel in our homeland increasing and radical Islamic followers on social media calling for more, the commander in chief and Virginia must act. The Islamic State has called Virginia a target. If the Virginia governor won't act, then I will. Political ideology must be set aside for what are basic inalienable rights: The right to live and the right to bear arms. That is why my office is working on legislation that will protect lives.

Now, it is important to understand what I am and am not advocating forin this article. I am not advocating for uniformed troops holding assault rifles, posted outside a recruiting office in a strip mall. I am not advocating for every single military member to be carrying an assault rifle around our communities. We trust him or her to do so when they are protecting us overseas, but even at bases in war zones, there are rules. Americans do not want soldiers patrolling around on our soil in an aggressive posture or with overt weapons.

Most do, however, believe military members have the right to defend themselves just like any other citizen.

What I am advocating for is that military members who are located in "soft" areas, those without many protection measures, to have the ability to carry a side arm - concealed or open - or have easy access to one.

In places like recruitment offices, the military members would need to have the rank of at least non-commissioned officers. These are mature and experienced members of our military. If a soldier already has or obtains a concealed carry permit, with the competencies those permits require, then he or she should be able to carry concealed while vulnerably sitting in a recruitment office. What I am advocating for is the ability for our service members to protect themselves, their families, and their fellow service members.

It is both encouraging and embarrassing that citizens were taking up arms in Virginia to protect military recruiters after the Chattanooga shooting.

The Secretary of Defense Ash Carter has rightfully asked the military to give him more security measures by the end of this week. However, he also told Marines and others not to wear their uniforms.

What does this say to potential recruits? How does this affect the pride and tradition of our armed forces? This is our homeland, not a covert Special Forces mission in Somalia.

Further, simply changing into civilian clothes does virtually nothing to protect a service member or prevent a watching wannabe killer from identifying who the recruiter is. It is an insult to the military members Secretary Carter leads and to millions of veterans around the country.

There is debate about which presidential administration started this policy: President George H. W. Bush or President Bill Clinton. Does it matter? We are in a different era. With the disastrous success of terrorist attacks such as Fort Hood, the Navy Yard, and now Chattanooga, this will happen again. Success breeds success. Until we get serious, show leadership, and offensively counter radical Islamic physical gains and their virtual narrative, we leave those and their families who have run to the fight, time and time again, vulnerable to death.

Virginians understand and overwhelmingly support the right of our military members to protect themselves and their families. Gov. Terry McAuliffe should act immediately to protect the Virginia National Guard, as seven other governors have. Virginia has over 800,000 veterans who are looking to the governor for leadership, despite his political inclinations.

If those with concealed pistols protect him and his family, why can't citizen soldiers protect themselves with the same? Aren't some things more important than politics?
